Ruslan was born in the USSR, the country that believed in socialism and denied God. In his early childhood, Ruslan began interacting with orphans and youth with mental and intellectual disabilities. He has always had a heart for orphans and other disadvantaged populations. After the USSR collapsed, missionaries from Middle Tennessee baptized him in 1994. Ruslan’s belief in Christ called him to serve orphans through a few different orphan outreach ministries in Russia, Belarus and Kazakhstan. In 2017, God called Ruslan and his close partners to establish HIS+DOM: Discipling Orphans Ministry, aiming to change lives of orphans through foster care and adoption by local Christians. Ruslan married Victoria in 2018 and they made Belarus their primary home. Ruslan and Victoria serve orphans, foster and adoptive Christian families, and mentors in Belarus and Russia
